Lost or stolen French residence permit: the statement, the duplicate, its fee and getting back to France

A lost French residence card is replaced by a duplicate requested on ANEF, the online service for foreign nationals, with a sworn statement; after a theft, a police report comes first. Since 1 May 2026, the duplicate costs €350 at the standard rate: a €300 tax and a €50 stamp duty (articles L436-2 and L436-7 of the CESEDA, the immigration code). It keeps the validity dates of the lost card. Abroad, you first need a return visa.

The steps, in order

  1. Report the theft at a police station or gendarmerie, and keep the receipt.

The duplicate keeps the card’s expiry date; the renewal request opens on 1 December 2026. Read the renewal guide (in French).

Renewal time limits for a permit requested on ANEF: between the 120th and the 60th day before expiry (CESEDA, article R431-5). Refugee, subsidiary protection or stateless person card, Algerian certificate: have the préfecture confirm the amount.

What should you do after losing your residence card in France?

Write a sworn statement (déclaration sur l’honneur) of the loss, then request the duplicate online, on the ANEF service (administration numérique pour les étrangers en France), according to service-public fiche F21032.

Requesting a duplicate makes the old card permanently invalid: if you find it afterwards, you can no longer use it and you must still come and collect the new one.

What should you do if your residence card was stolen?

First report the theft at a police station or gendarmerie, which gives you a receipt (récépissé). Then request the duplicate on ANEF: the police receipt takes the place of the sworn statement among the documents (fiche F22312).

The duplicate carries the same validity dates as the stolen card: it does not extend your right to stay.

How much does a residence permit duplicate cost in 2026?

The duplicate pays the first-issue tax of the permit on the same ground (CESEDA, article L436-2): €300, or €100 for the cards listed in article L436-1, such as student, trainee or seasonal worker. A €50 stamp duty comes on top (article L436-7), so €350 or €150.

Some cards pay only the stamp duty, and those covered by article L436-8, issued in particular to victims of domestic violence, human trafficking or procuring, are exempt from both. Payment is made with tax stamps (timbres fiscaux), whose proof is asked for when the card is handed over.

What should you do if the card is lost or stolen abroad?

Report it to the local police, then to the French embassy or consulate, and ask there for a return visa; before issuing it, the consulate checks with the préfecture that issued the permit. As soon as you are back in France, request the duplicate on ANEF (fiches F21032 and F22312).

An ANEF filing certificate is not enough to come back to France after leaving the Schengen area: service-public then points to the return visa (fiche F12189). Nor does it prove that your stay is lawful (CESEDA, article R431-15-1).

Refugee, subsidiary protection or stateless person card: service-public announces a free duplicate, but article L436-8 of the CESEDA does not list these cards among those exempt from the stamp duty; have the préfecture confirm the amount. Algerian residence certificates have their own rates, and a European citizen or a family member follows a different procedure.

What does article L436-2 of the CESEDA say about the duplicate fee?

Since 1 May 2026, the duplicate pays the tax for the first issue of the permit, on the same ground.

In English, briefly (our summary, not an official translation): Supplying a duplicate gives rise to a tax of the same amount as the one applicable to the first issue of the residence permit on the same ground. Article L436-7 adds a €50 stamp duty to the issue, the renewal and the duplicate of a residence card.

What do foreign nationals ask after losing their card?

Do you need to file a police report for a simple loss?

No. In France, a loss is proven by a sworn statement. The report at a police station or gendarmerie is for a theft, and its receipt is attached to the duplicate request (service-public fiches F21032 and F22312).

Can you still use the card if you find it after requesting a duplicate?

No. The duplicate request permanently invalidates the original card, even if found; you must still come and collect the new card (fiche F21032).

Does the duplicate extend the residence permit?

No. It carries the same validity dates as the lost or stolen card. If it expires soon, renewal is requested separately, between the 120th and the 60th day before expiry for a permit requested on ANEF (CESEDA, article R431-5).

Does the ANEF filing certificate prove that your stay is lawful?

No. The certificate issued as soon as you file online does not prove that your stay is lawful (CESEDA, article R431-15-1). A certificate of favourable decision, on the other hand, proves it until the permit is handed over.

Can you travel outside the Schengen area while waiting for the duplicate?

With a simple filing certificate, coming back requires a return visa requested from the French consulate in the country where you are (fiche F12189). Service-public also mentions, in exceptional situations, a prefectoral return visa to request before leaving, which only allows a return through a French border.
